The implications on the ICT agency reorganization was to prepare for a successful information and communication technology policy in the Park Geun-hye government. The study analyze environmental changes of National IT Industry Promotion Agency(NIPA), Korea Internet & Security Agency(KISA), Korea Creative Content Agency(KOCCA) and National Information Society Agency(NIA) ranging from the dissolution of Ministry of Information and Communication and the establishment of Ministry of Science, ICT and Future Planning(MSIP). As a result, most of the problems is attributed to inconsistency between the Ministry``s work and the work of the agencies. In order to perform the duties, reallocation of human resources and organization are needed for National Information Society Agency(NIA) and Korea Creative Content Agency(KOCCA). On the other hand, National IT Industry Promotion Agency(NIPA) and Korea Internet & Security Agency(KISA) are difficult to reorganize their organization. Therefore they need mutual cooperation between the central government departments.

Studies attempting to theorize and adopt various concepts related to ``government capacity`` in their research have been increasing by its number. However, there is a lack of systematic comparative analysis on these concepts. Discussion on conceptualization and measuring of the capacity of government has been facilitated producing many related terms such as good government, good governance, etc and recently the ``quality of government(QoG)`` has also been gaining its attention. This study aims to understand the socioeconomic and political background of the development in discussion around government from the 1980s by first exploiting citation analysis. We vertically examine how discussion on good governance, government and the quality of government, etc has developed and evolved over different time periods by systematically reviewing studies focusing on such terms and concepts. Next, we critically compare the concepts related to government capacity referring to literature that were found eminent in the field based on citation analysis. Lastly, we critically review on the contribution of and limitation in the literature of quality of government and governance suggesting the next avenue for further research.

This study examines the diffusion of Independent Fiscal Institutions(IFI) and the types of IFI along with affecting factors. Recently many countries establish fiscal institution or agency in their parliamentary or executive branch imitating the U.S CBO(Congress Budget Office). These agencies have been newly created under the pressure of fiscal crisis, OECD recommendation and the success of other organizations. Moreover, these agencies can be grouped into several types in terms of the affiliation and the size of professional facilities. New IFIs of the presidential system tend to be affiliated to the Parliament. And the countries with more financial power of The Assembly and the longer scrutiny time on the budget have big IFIs.

By analyzing the hyperlink in the nuclear power generation field in Korea, Japan, the United States and France, this study compares and reviews which actors participate in the web-based policy networks, who occupy central position and what structural characteristics can be found in the network while focusing on the distribution of power and interconnectedness. The study results showed that Japan had a network structure with concentrated power and high level of interconnectedness; the United States had a network structure with concentrated power and low level of interconnectedness; France had a network structure with dispersion of power and low level of interconnectedness; Korea had a network structure with power border-lining between concentrated and dispersed and high level of interconnectedness. Through such results, it was found that first, various categories of organizations formed information exchange networks using their web sites, second, different types of hyperlink networks were identified among four countries, especially the country with opposite position showed network structure with vigorous information exchange, third, many countries still maintain an exclusive network after the Fukushima nuclear power plant accident.

This study evaluates policy loans and subsidies for agricultural corporations and suggests alternatives for establishment of evaluation system for promoting competitive agricultural corporations. Whether government should support agriculture or open this sector to market has been definitely contentious issue all over the world. However, the agricultural corporation issue has hardly been discussed in the agricultural corporations. Since, most of precedent studies conclude that the business performance of Korean agricultural corporations was not superior to an individual farmhouse, this study proposes two hypotheses based on those theoretical discussion and precedent studies: subsidies and loans will have pointless effect on the management performance of Korean agricultural corporation. To test these hypotheses, this study uses the Least Trimmed Squares (LTS) model, one of the Robust Regression Models. The result of the analysis show that subsidies and loans have had close relationships with the indicator of corporation growth, but it does not preclude statistically futile effects, but rather such relationship aggravates the corporation``s financial statement. The antithesis of effects between positivity in relationship to the indicator of stability and negativity in the indicator of growth is what makes this study intriguing. At the end of the day, this study suggests that Korean government subsidy to agricultural corporation should lay emphasis on the territorial cultivation or business management of the organization. Also, the government needs discrimination in support by the size and purpose of the corporation. It is needless to make mention that systematic database construction will prevent wasting the budget and improve the financial operating system.

Singapore has been her endeavor to develop biotechnology with East Asian countries including Korea around the same time. Singapore, however, has accomplished rapid innovation performance compared to other countries in a short period. Therefore, many studies are searching the causes of Singapore``s innovation success. However, they simply have described the evolution of the national innovation system considering the Singapore``s effective innovation system as the reason of the rapid innovation performance. As a result, they has not consider the roles of successful innovation policies resulting in effective change of the innovation systems. In this paper, we analyse the background and the roles of the innovation policies resulting in changes of innovation systems in Singapore.

In recent years, the government has implemented the policies about reducing the tax revenue and expanding welfare services. These policies made local governments worse in local government fiscal situation. The government has tried to reduce local government fiscal deficits in various way of changing local tax system and introducing new local taxes: Tobacco Consumption Tax(TCT) in 1989 and Local Consumption Tax(LCT) in 2010. I have made a comparative analysis of these two local taxes on sufficiency, equity and responsibility aspects. With the analysis, I``d suggest some alternatives: 1) Increasing LCT sharing from 5% to 10% of VAT on improving sufficiency and vertical equity, 2) raising TCT in the long term aspects on stable sufficiency, 3) increasing the portion of ``Do Provinces`` in regional distribution rate of LCT which is now estimated to be 1:2:3(Near Seoul Districts: Metros outside Seoul: Do Provinces), and 4) central and local governments making decisions for more local revenues in order to meet social-welfare services.

The purpose of the study is to analyze the effect of civil servants`` justice perception with regard to pay-for-performance on job satisfaction and organizational commitment. The previous studies of personnel justice have divided the concept of justice into distributive and procedural one and have focused on which one has more impact on them. As a result of the study, the difference of those independent variables are not significant statistically, but rather the choice of dependent variables results in different results. While job satisfaction as a dependent variable has no signifiant relation with those two kinds of justice as independent variables, organizational commitment as a dependent variable has a signifiant relation with them. In both the result and procedure of its distribution, negative perception of bonus decreases organizational commitment, which is known to be closed related to productivity.

This paper aims to critically analyze the local governance of Green Growth policies in Korea for the recent years. The main emphasis will be on mismatches and possible responses in policy process rather than substantive matters like green technologies or green industries. Examining a broad range of relevant regulations and policies of national and local governments of the previous Lee Administrations`` pet project since 2008, this study briefly reviews pertinent theories and institutional issues. Analyses conclude that the mismatches in agenda-setting process should be met with redefining the conceptual and institutional basis and that ones in policy making process are to be addressed by appropriate green governance and green restructuring. Additionally, enhancing overall green capacity as well as linking green growth with specific development projects in local area are also recommended in policy implementation process. All in all, a decentralized, bottom-up and resident-oriented approach ought to be taken for this enervated policy since the new, Park Administration``s launch in 2013.

The purpose of this study is to examine the impact factors of citizen participation in local governments by focusing primarily on interest, institutions, and ideology. To this end, this study conducted survey for local residents of Yeosu, Sunchon, Gwangyang. As a result, interest, institutions, and ideology as factors have impact on citizen participation. However, it is found out that affecting factors are varying according to the type of involvement. That is, interest is a statistically significant factor in citizen-initiated official contact. Conservative ideology also showed positive impact on it. Understandings of participation institution as well as trust are consistent affecting factors for local community participation, protest actions, subjective awareness of participation. The suggestions can be inferred from the analysis as follows: it is necessary to diffuse knowledge and information about institutions for citizen participation, to enhance trust for neighbors and governments, and to diversify committees members of local governments in order to promote citizen participation.

The purpose of this study was to investigate differences, if any, in the emotional labor strategies (surface and deep acting), display rules (sympathy, expression of positive emotions, and expression of negative emotions), and organizational dimensions (frequency of emotional display, attentiveness to required display rules, and diversity) of social welfare practitioners according to gender. For that purpose, the study conducted a survey among the employees at social welfare facilities and institutions in Busan and Gyeongnam Province via mail from January 4 to 31, 2013. Of a total of 2,000 questionnaires distributed, 1,407 were returned, and 1,398 whose answers were sincere enough were used in final latent mean analysis and multi-group analysis. Major research findings were as follows: First, latent mean analysis was conducted to see if there would be differences in emotional labor strategies, display rules, and organizational dimensions according to gender. The results show that female employees engaged in more surface acting and also more sympathy and expression of positive emotions, were higher in frequency of emotional expressions, and experienced more emotional dissonance than their male counterparts. Secondly, multiple-group analysis was carried out to see whether there would be differences in the effects of emotional labor strategies, display rules, and organizational dimensions on emotional dissonance according to gender. As a result, gender had moderating effects on the influence of negative expression on emotional dissonance. That is, the more expression of negative emotions the female employees had, the more emotional dissonance they experienced. And gender had moderating effects on the influence of diversity of emotions on emotional dissonance. That is, the more expression of diversity of emotions the male employees had, the more emotional dissonance they experienced.Based on those findings, the study provided implications in relation to the emotional labor performance of social welfare practitioners.

Reducing the dichotomies between policy theory and practice depends on the formulation of critical policy thinking. Since the development of policy studies for the state of a discipline, philosophical inquiries into the central body of the policy thinking have conducted within the Harold Lasswellian policy values for the specification of human dignity. Nonetheless, some reflections and tensions from new generations of policy scholars continue to suggest how those policy values might play a key role in both policy theory and practice. This paper introduces some concepts of policy thinking underlying statism, the precursor principle for policy leading into the right or good path, the identification principle between the ego and the non-ego, the balance principle, and practicalism for the applications to the current policy theories and for the potential benefits to philosophical approaches in policy studies. Statism through the policy intervention and/or interference in individual citizen``s free will and decisions can be verified by the principle of state leading to the righteousness and goodness of the policymaking. Those two categories of policy thinking are interconnected to the identification principle between the subjective and objective worlds, the ego and the non-ego, and the physical and mental policy causations. The fourth principle orients as a balancing actor in competing policy values and arguments to dissect the dialectical dichotomy in policy analysis. And the fifth policy thinking, practicality can be defined by the referenced, related, and identified or proved policy thinking in the real world. Methodologically, this paper``s philosophical foundation for the proposal of policy thinking is based on the theories of Confucian Madhyamika and one-in-all under Hua-yen Buddhism.

This research includes two theoretical components; media hype and social issue amplification. The former highlights the role of media in communicating and transmitting information regarding a key event to the general public. In particular, media hype underlines media``s active role to construct or define social problems. The latter focuses on the amplifying process of social issues. This research tries to integrate these frameworks in order to holistically understand the dynamics of social issue change in the new media environment. An environmental risk case was reviewed by using the analytic lenses of media hype and issue amplification. Research findings confirm that the number of thematically-related news outnumbers that of incident-related news. Especially, media-generated news dominate those news under other categories and rapidly increases as media hype works. This paper not only develops an analytic framework, but also empirically applies the framework to a policy issue for reviewing the role of media as an extension of the existing studies regrading ``Media Hype.``

It is really important to manage conflicts over thermoelectric power plants in the regions of Dangjin, Taean, Boryeong, and Seocheon in Chungcheongnam-do Province. The matter is the production of electric power which is indispensable to our life, but conflicts are arising one after another in relation to the location, establishment and enlargement of new power plants in surrounding regions; and most of the conflicts are accompanied by such problems as the pollution of environment, the distribution of hot or cold water, the compensation for environmental damages, and the breaking of regional communities. This research is aimed to investigate into regional experts and personnel in charge of practical matters, with a view to drawing, from on-site social gatherings in series of personnel in charge of practical matters, the schemes for managing conflicts, resolving issues and searching for directions. Major participants in the gatherings include representatives of residents in regions surrounding power plants, regional press, regional NGO, public servants from cities and counties, and regional council members. Major agenda include the summary of and causes for conflicts, the positions of stake-holders and participants. the aspects and issues of conflicts, future prospects and directions for the solution. The findings of this research comprise the facts that practical compensations for damages need be made by each of the power plants in order that plants may be developed along with their regional communities and they may be turned into proactive region-friendly enterprises, that effective strategies to manage the conflicts shall be urgently facilitated by local governments including support for the participation, communication and consultation between residents, the arbitration and coordination conducted by experts, and the establishment of relevant laws and systems. In this connection, it is also necessary that directions for practical policies should be set and creatively promoted so as to manage conflicts arising from regions surrounding thermoelectric power plants in an advisable manner.
